Food Service Contract for Emergency Shelter and Housing Programs

I. Overview
The Salvation Army Seattle Social Services invites sealed bids from qualified food-service vendors to provide and deliver hot and sack meals to multiple shelter and housing sites throughout King County, Washington. The successful bidder will enter a firm fixed-price contract in accordance with 2 CFR 200.320(c) and The Salvation Army Procurement Policy.

II. Service Locations and Quantities
Site, Address, Meal Requirements

William Booth Center, 811 Maynard Ave S, Seattle, WA 98134, 3 hot meals/day for 144 clients (365 days) + 15 sack lunches/day (365 days)
Harborview Hall Shelter, 326 9th Ave, Seattle, WA 98104, 2 hot meals/day for 57 clients (365 days) + 17 sack lunches/day (365 days)
SODO Lighthouse Shelter, 925 S Horton St, Seattle, WA 98134, 2 hot meals/day for 268 clients (365 days)
Haven Heights - Redmond Emergency Housing 16611 NE 80th St, Redmond, WA 98052, 2 hot meals + 1 sack lunch/day for 42 clients (180 days), then 66 clients (185 days). Client count may fluctuate.

III. Specifications
- All meals must comply with:
o Washington State Retail Food Code (WAC 246-215)
- Including meeting Certified Food Protection Manager requirements internally
o Public Health - Seattle & King County Food Protection Program
o U.S. Department of Agriculture (USDA) and FDA Food Code standards
- Meals must be delivered onsite, maintained at ≥ 135 °F during transport, and ready to serve.
- Contractor must maintain current King County food service permits and comply with all health, labor, and sanitation regulations.
- Contractor provides containers, utensils, and temperature-control equipment needed for safe delivery.
- Delivery schedules will be coordinated individually with each site.

IV. Evaluation Criteria
- Primary: Lowest responsive and responsible bid (total cost).
- Secondary:
o Food quality
o History of performance with similar contracts.
- Vendors must provide at least two references for comparable contracts.

V. Submission Requirements
- Sealed bids must be clearly labeled: "Food Service IFB - The Salvation Army Seattle Social Services."
- Include:
o Company name, contact info, and business license number
o Sample menus for hot meals and sack lunches
o Proof of current Public Health - Seattle & King County food-establishment permit
o Completed Debarment and Lobbying Certification

Pursuant to RCW 39.80, the City of Shoreline, Washington (City) is soliciting a Statement of Qualifications (SOQ) from firms or individuals (Consultant) interested in providing services for design of a new modular office building, rehabilitation of an existing structure for equipment and tool storage, and associated site and utility work at the City's Hamlin Maintenance Facility. The budget for Phase 1 is approximately $100,000 to $150,000.

This complete RFQ, including the scope of services, submittal requirements, evaluation criteria, proposal form, and any issued Addenda are published on publicpurchase.com. The City will determine the most qualified Consultant based on all materials and information presented and will begin negotiations for an agreement with the selected Consultant.

This RFQ does not commit the City to pay any costs incurred in the preparation of a submittal for this request. Any individual or firm failing to submit information in accordance with the procedures set forth in the RFQ may be subject to disqualification. Individuals or firms eliminated from further consideration will be notified by email by the City as soon as practical. Any SOQ may be withdrawn, either personally or by written request, at any time prior to the time set for the submittal deadline.

The City reserves the right, at its sole discretion and without penalty, to change the solicitation schedule or modify or cancel in part or in its entirety this RFQ at any time; to waive immaterial irregularities contained in the SOQs; to accept or reject any or all submittals received as a result of this RFQ; to negotiate with any qualified firm(s); or to refrain from contracting with any respondent, if it is in the best interest of the City to do so.
