NOTICE TO BIDDERS

Sealed bids will be received for KC001555, RUTLEDGE JOHNSON FLOODPLAIN RECONNECTION PROJECT; by the King County Procurement and Payables Section, via the E-Procurement system, until 1:30:59 PM on 01/13/26. Late bids will not be accepted. The public bid opening will be conducted on-line following the Bid Close Date and Time; see Section 00 10 00 for details.

There is a 15% minimum Apprentice Utilization Requirement on this contract.

There is a 15% minimum requirement for King County Certified Small Contractors and Suppliers (SCS) on this contract.

This project consists of the reconnection of a historic side channel, improving the connectivity to the floodplain while increasing critical flood refuge and salmonid-rearing habitat along the Cedar River. The project will also include partially removing an existing revetment and constructing a new revetment end treatment extending off the remaining upstream portion of the Rutledge Johnson facility that is being left in place, and other work as specified and shown.

Notice is hereby given that the City of Kenmore, Washington seeks Requests for Proposals to be delivered electronically no later than 4:00 PM Pacific Local Time on Wednesday, December 17, 2025 via email to bids@kenmorewa.gov.

The City of Kenmore is seeking a heat pump distributor to manage a program that provides incentives for switching homes from oil and gas heat or no central heating to electric heat pumps to reduce the cost of conversion and thereby increase the number of homes switching to less carbon intensive electricity. The City is interested in options for homeowners including multiple manufacturer and model choices where possible.

Pursuant to RCW 39.80, the City of Shoreline, Washington (City) is soliciting a Statement of Qualifications (SOQ) from firms or individuals (Consultant) interested in providing services for design of a new modular office building, rehabilitation of an existing structure for equipment and tool storage, and associated site and utility work at the City's Hamlin Maintenance Facility. The budget for Phase 1 is approximately $100,000 to $150,000.

This complete RFQ, including the scope of services, submittal requirements, evaluation criteria, proposal form, and any issued Addenda are published on publicpurchase.com. Instructions for accessing and registering for notifications on publicpurchase.com are also provided on the City website at shorelinewa.gov/bidsandrfps. Interested parties are solely responsible for reviewing all Project documents published on publicpurchase.com.

The qualifications will be the basis from which Consultants will be evaluated for selection. Those selected for an interview will be provided with additional details of the preferred content and format of the presentation to further demonstrate the required qualifications. The City will determine the most qualified Consultant based on all materials and information presented and will begin negotiations for an agreement with the selected Consultant.

This RFQ does not commit the City to pay any costs incurred in the preparation of a submittal for this request. Any individual or firm failing to submit information in accordance with the procedures set forth in the RFQ may be subject to disqualification. Individuals or firms eliminated from further consideration will be notified by email by the City as soon as practical. Any SOQ may be withdrawn, either personally or by written request, at any time prior to the time set for the submittal deadline.

The City reserves the right, at its sole discretion and without penalty, to change the solicitation schedule or modify or cancel in part or in its entirety this RFQ at any time; to waive immaterial irregularities contained in the SOQs; to accept or reject any or all submittals received as a result of this RFQ; to negotiate with any qualified firm(s); or to refrain from contracting with any respondent, if it is in the best interest of the City to do so.

SOQs remain confidential until closing deadline after which proposals are considered a public record subject to public disclosure under RCW 42.56, the Public Records Act. Respondents shall mark as "proprietary" any information that the respondent believes meets the exemption under RCW 42.56.270(1). This designation will be considered by the City in response to public records requests.
