Notice to Consultants for the Newport Way NW Improvement Project SR 900 to SE 54th Street Phases 1 (STBGUL-1352(006)), 2 (STBGUL-1352(007)), &
3 (STBGUL-1352(008))
The City of Issaquah Department of Public Works is procuring consultant services to provide right-of-way services for the Newport Way NW Improvement Project SR 900 to SE 54th Street Phase 1 (STBGUL-1352(006)) beginning in 2026 and completing in 2027, Phase 2 (STBGUL-1352(007)) beginning in 2026 and completing in 2028, & Phase 3 (STBGUL-1352(008)) beginning in 2026 and completing in 2028. These projects will have separate agreements for the right-of-way phase of each project. The City of Issaquah will select one firm to complete right-of-way services for all three projects.
The City assumes no obligations, responsibilities and liabilities, fiscal or otherwise, to reimburse all or part of the costs incurred by the parties responding to this RFQ. All such costs shall be borne solely by each Submitter. The City reserves the right to modify or cancel in part, or in its entirety, this RFQ.
Project Descriptions
Newport Way NW Improvement Project SR 900 to SE 54th Street Phase 1: This project is located along Newport Way NW between SR900 and the 1800 block of Newport Way NW. Project improvements include bike facilities, sidewalks, a multi-use trail, curb and gutter improvements, pedestrian illumination, culvert construction, landscaping, and retaining walls. Right-of-way acquisition is required for construction of these improvements. This project is federally funded through WSDOT (Federal Aid number STBGUL-1352(006)). City project number is TR022A. The project is anticipating construction bidding in 2027.

Right-of-way acquisition is required for construction of these improvements. This project is federally funded through WSDOT (Federal Aid number STBGUL-1352(007)). City project number is TR022B.

Project improvements include bike facilities, sidewalks, a multi-use trail, curb and gutter improvements, pedestrian illumination, culvert construction, landscaping, and retaining walls. Right-of-way acquisition is required for construction of these improvements. This project is federally funded through WSDOT (Federal Aid number STBGUL-1352(008)). City project number is TR022C.
Scope of Work
The Scope of Work outlined below is provided as guidance. Consultants should provide a detailed Scope of Services in their submitted Proposal as necessary to reflect the approach in which they intend to provide the required professional services for the project.
The City and its design consultant have completed 90% design for Phase 1 and 60% design for Phases 2 and 3. PE design for the full length of the project (Phases 1-3) is also federally funded through WSDOT. Phases 1-3 have National Environmental Policy Act (NEPA) approval. WSDOT has approved right-of-way plans and right-of-way funding estimates for Phases 1-3. Relocation services are not anticipated. Title reports have been obtained and legal descriptions and figures for property acquisitions have been completed for Phases 1-3.
Anticipated right-of-way acquisitions required for Phase 1 construction include temporary construction easements for 5 properties, permanent wall easements for 3 properties, and permanent right-of-way acquisition for 4 properties.
Anticipated right-of-way acquisitions required for Phase 2 construction include temporary construction easements for 6 properties, permanent wall easements for 6 properties, and permanent right-of-way acquisition for 5 properties.
Anticipated right-of-way acquisitions required for Phase 3 construction include temporary construction easements for 10 properties, permanent wall easements for 7 properties, and permanent right-of-way acquisition for 7 properties.
The anticipated Scope of Work for the selected consultant includes, but is not limited to, the following:
- Appraisal and Appraisal Review
- Property Owner Negotiations
- Property Acquisition Services
- WSDOT Right of Way Certification
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
1. Company Experience and Qualifications
2. Project Manager and Specific Related Experience
3. Key personnel and resources available (Complete for Consultant and Subconsultants)
4. Project Understanding and Scope of Work
5. Ability to Meet Project Schedule
6. Familiarity with WSDOT/URA standards
