Notice is hereby given that the City of Hoonah, Alaska will receive sealed bids for the construction of the HMIC Cargo Dock project. The project generally consists of the following Work:

Construction of a sheet pile bulkhead dock at the existing Hoonah Marine Industrial Center. The bulkhead will include (6) sheet pile cells that will be backfilled with approximately 20,000 cubic yards of shot rock material. Work will also include construction of (3) breasting/mooring dolphins with rock anchors; a concrete barge ramp; mooring bollards, shore winches, fender piles, sacrificial anodes, lighting and other appurtenances. The Engineer's Estimate for all work is approximately $12.5 million. The project is federally funded through MARAD and EDA grants thus federal terms and conditions will apply.

Sealed bids will be received at the City of Hoonah, P.O. Box 360, Hoonah, Alaska 99829-0360, physically located at 300 Front Street, Hoonah, Alaska until 2:00 p.m. prevailing time on Tuesday, February 17, 2026 at which time the Bids will be publicly opened and read aloud in the City Council Chambers. Clearly mark on the outside of the envelope "Sealed Bid for HMIC Cargo Dock, Opening Date February 17, 2026". Proposals may not be withdrawn for thirty days following date of opening.

The Contract Documents, including one set of reduced scale drawings will be available for download with membership to 'The Plans Room, LLC' at www.theplansroom.com or via email transmission from the City of Hoonah. Request for the bid documents shall be sent to the City Clerk at jbidiman@city ofhoonah.org. Receipt of the bid documents from the City Clerk requires registration with the City Clerk in order to be placed on the Plan Holders List and to ensure receipt of Addenda. Addenda will be forwarded to Plan Holders via email.

Each bid shall be accompanied by a bid bond, cashier's check or certified check made payable to the City of Hoonah in the amount of five percent of the total bid price.

Prospective bidders are encouraged to attend a Pre-Bid Conference that will be held in Hoonah on February 3, 2026 beginning at 10:00 AM at the City Council Chambers. Prospective bidders may also participate in the Pre-Bid Conference via teleconference by dialing (907) 945-2312. When prompted enter PIN: 56789#. The City of Hoonah reserves the right to reject any or all bids, to waive any informality in a bid, and to make award to the lowest responsive, responsible bidder as it may best serve the interest of the City.

The City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The WORK covered in the Contract Documents generally includes: removal and disposal of sediment from the slope adjacent to the Cruise Ship Float to prevent future grounding of the float. All work must conform to the requirements provided in the bid documents.
