King County Road Services is considering changing the speed limit on 10 roads in unincorporated King County:
- White Center locations:
o SW 106th Street and SW 107th Street from Seolia Beach Drive SW (City of Seattle limit) to 12th Avenue SW (plus three short sections of connecting roadway to the east, to fully encompass the existing 'School Speed Limit 20 mph When Flashing' zone at this location. Reduce posted speed limit from 30 mph to 25 mph.
o 4th Ave SW from SW Roxbury Street to SW 116th Street. Reduce posted speed limit from 35 mph to 25 mph
o Des Moines Memorial Drive S from 200' south of S Director Street to S 108th Street. Reduce posted speed limit from 35 mph to 30 mph.

Project Description: The applicant is requesting a Major Amendment to The Villages Master Planned Development (MPD) Development Agreement Section 6.4.3 to modify the language in this section regarding the deadline for when Pipeline Road must be constructed. This request proposes modifying the Dwelling Unit trigger for the construction and dedication timing of Pipeline Road from 1,746 Dwelling Units to 2,866 Dwelling Units. The major amendment request does not modify the acreage of the overall MPD, increase the number of lots within the MPD, decrease the required amount of open space to be provided, or modify the overall design of the approved MPD.

Location: This Major Amendment application impacts the Development Agreement for The Villages Master Planned Development and has no physical location. Pipeline Road will provide an east/west connection from the roundabout at the intersection of Lake Sawyer Road SE / Ten Trails Parkway SE to a future roundabout at State Route 169.

Environmental Documents: The City has adopted the Final Environmental Impact Statement (FEIS) prepared for The Villages Master Planned Development in association with this proposal.

North Creek FEMA Repairs
Disaster Number 4593; FEMA Project Number 033-07380-00

The City of Bothell solicits interest from consulting firms with expertise in Civil/Environmental/Structural Engineering Design, particularly stream bank restoration and modular block wall design/repair. This agreement will be for approximately two years in duration with the option for the City of Bothell to extend it for additional time and money if necessary. Consultants will be considered for the following project.

The City of Bothell reserves the right to amend terms of this Request for Qualifications (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description
This FEMA project will repair flooding damage caused by severe winter storms which resulted in Federal Declared Disaster DR-4593-WA. High water level and wind fallen trees caused streamflow to undermine the concrete footing of the existing modular block retaining wall, resulting in a portion of the wall collapsing into the creek. Temporary measures are in place including a chain link fence and erosion
control sacks. The goals of the project are to restore the trail to its original width and to construct stream bank bioengineering reinforcement to protect the trail from future flooding damage.

Summary of Work
The project design is currently 40% complete. The Consultant will be required to utilize the existing design and complete a 100% design package for construction advertisement, including the following services for the project:
- Plans, Specifications, and Estimate
o Restoration of the stream bank
o Repair of the modular block wall
o Install vegetated riprap bank protection with large wood restoration
- Environmental documentation and permit application preparation
o Hydraulic Project Approval (HPA)
o Joint Aquatic Resources Permit Application (JARPA)
o Local Permits
- Coordination with FEMA and permitting agencies
- Right of Way Acquisition and Support

The Consultant, at the option of the City, may be contracted to provide services for additional work such as construction management/engineering services. Additional services may be administered as combined contracts or as separate contracts at the option of the City.

The City of Bothell reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this/these project(s).

Evaluation Criteria
Statements of Qualifications (SOQs) will be evaluated and ranked based on the following criteria:
- Qualification of Proposed Project Manager
- Qualifications and Expertise of Team
- Past Performance/References
- Familiarity with developing projects with FEMA funding
- Approach to project
- Proposed project schedule

Selection Process
The selection process will consist of short-listing using the submitted SOQs. This will be followed by an interview with finalist candidates.

Contract negotiations will take place with the top-rated consultant. If negotiations are unsuccessful, the City reserves the right to terminate negotiations and open discussion with the next-highest rated consultant. This process will continue until successful contracts are negotiated or the City terminates the process.

Submittal
Submitted SOQs should include the following information: firm name, phone, and email addresses; name of Principal-in-Charge and Project Manager; and number of employees in each firm proposed to be project contributors. The SOQ shall be no more than 10 pages, including the title page.
