CITY OF AUBURN
PROJECT NO. CP2335,
CONTRACT NO. 25-02
AUBURN AWOS, BEACON, AND
GENERATOR INSTALLATION
The Office of the City Clerk will receive sealed bids at the Auburn City Hall, 25 West Main Street, Auburn, Washington until 11:00 AM PT on April 2, 2025, and will then and there be opened and publicly read aloud at the City Hall in a virtual setting. All bids shall be filed with the City Clerk on or before the time set for bid opening.
The major items of work include open trenching and boring for conduit, construction of AWOS, beacon, and generator foundations, and installation of associated equipment. The proposed bid range for the project for all schedules of work is from $1,000,000 to $1,500,000. The entire project, including cleanup, shall be physically completed within 16 calendar days over three phases of work
This project is funded with federal and states funds and City of Auburn monies. Requirements stipulated for Federal and other governmental funding have been incorporated into the Contract Documents and require full compliance by the Contractor and any subcontractor hired by the Contractor. The mandatory Disadvantaged Business Enterprise (DBE) goal on this project is 5.6% certified DBE. All prospective Bidders are directed to the Bid Proposal Package with regard to the procedures the City of Auburn will utilize to achieve these goals.
The City anticipates the award of the project will occur within 150 calendar days of the bid opening. Due to long lead constraints, the City intends that the project will be awarded and long lead-time materials are ordered in Summer 2025 and then the work will be suspended and split into three phases, to be constructed in 2025 and 2026. See anticipated schedule below:
- April 2025 – Bid opening
- July 2025 – Execute construction contract with Contractor
- July 2025 – Submit and review submittals for long-lead time electrical items. Contractor to procure as soon as practical.
- September 15, 2025 – Notice to Proceed Phase 1 work (12 calendar days). Contact will be in suspension at conclusion of Phase 1 work. Notice to Proceed will be at the convenience of the Owner, and the date is subject to change
- February 2026 – Notice to Proceed Phase 2 work (2 calendar days). Notice to Proceed will be at the convenience of the Owner, and the date is subject to change.
- June 2026 – Notice to Proceed Phase 3 work (2 calendar days). Notice to Proceed will be at the convenience of the Owner, and the date is subject to change.
All bid proposals shall be accompanied by a bid deposit in cash, certified check, cashier's check or proposal bond (surety bond) in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such Contract and furnish satisfactory Contract Bond within the time stated in the Bid Documents, the bid deposit shall be forfeited to the City of Auburn.
Disadvantaged, Minority, and Women's Business Enterprises are encouraged to respond. The City of Auburn does not discriminate on the grounds of race, color, religion, national origin, sex, sexual orientation, age or handicap in consideration for a project award.

The City of Auburn, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

An optional pre-bid conference will be held at the Auburn Municipal Airport on March 21, 2025 at 12:00 p.m. local time. All bidders and potential subcontractors are encouraged to attend. At this meeting, questions concerning the Contract Documents and the proposed work will be discussed. A tour of the project site will be conducted after the meeting
The City reserves the right to reject any and all bids, waive technicalities or irregularities and to accept any bid if such action is believed to be for the best interest of the City of Auburn.
