NOTICE IS HEREBY GIVEN that the City of Woodinville Hearing Examiner will conduct a pre-decision hearing on a consolidated review for preliminary subdivision and critical area alteration applications on Wednesday, January 21, 2026, at 10:00 am, at 17301 133rd Avenue NE, Woodinville WA. The City of Woodinville will conduct this hearing using remote meeting technology. For more information on how to participate using remote technology, please see below. The purpose of this hearing is to consider public testimony for and against the proposal described below:
Project Name: Teufel Preliminary Plat
File No(s): PPA24001 (Preliminary Plat), CAA24001 (Critical Areas Alteration), SEP24017 (SEPA)
Project Location: 13102 NE 146th Street, Woodinville, WA 98072
Project Description: Consolidated review for a preliminary subdivision and critical area alteration to divide two R-4 zone lots, totaling 5.19 acres, into 21 residential lots, a stormwater tract, a Native Growth Protection Area tract, and an open space tract; and to apply buffer averaging to a Category III wetland buffer. The preliminary subdivision will incorporate residential cluster development to modify zoning lot development standards. The two existing homes on the site will be demolished. An estimated 15,720 cubic yards of earth will be excavated and approximately 2,403 cubic yards of earth imported. The project will include construction of a new street, frontage improvements, and other infrastructure improvements. A nearby Type Ns Stream is located off site and converges into the northeastern point of the wetland.
YOU ARE INVITED to provide testimony on this proposal. You may provide written comments in advance of the hearing by emailing the Project Planner listed below. If you would like to participate in this hearing, please email the Project Manager listed below in advance of the scheduled hearing date, and further information will be provided to you. The City's website will also be updated in advance of the hearing with information on how to participate in the remote hearing. In addition, you may mail written comments to the address below. Please allow mail to arrive at the City at least two business days in advance of the scheduled hearing date. Written comments may also be submitted during the public hearing.
State Environmental Policy Act: The City of Woodinville Responsible Official has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency (see below). This information is available to the public upon request. This DNS is issued under the options DNS process in WAC 197-11-355. There is no further comment period on the DNS.
APPEAL: Pursuant to WMC 21.81.020(1), a person may appeal a SEPA threshold determination to the Woodinville Hearing Examiner, which will be consolidated with and heard at the pre-decision hearing on the consolidated preliminary subdivision and critical areas applications. Written appeals shall be submitted with the appropriate appeal fee to the address below. Deadline to file an appeal is 4:00 pm, Monday, January 19, 2026.
