Notice is hereby given that the sealed bids will be received by the City of Bellevue (City), Washington, for:

Bids must be in a sealed envelope labelled with the project name and bid number. Bids will be received in the locked drop box located outside the front doors on the First Floor of City Hall, 450 110th Avenue NE, Bellevue, Washington, until 10:00 am on the 12th day of February, 2026. Bids will be opened, publicly read, and tabulated for submission to the City Council at a future council meeting.
Bids received later than 10:00 am, February 12th , 2026, will not be considered.

Work contemplated to be performed under this contract is as follows:
Work Description:
The project is located on the first floor of Bellevue City Hall. The scope of work includes all the general construction services for the approximate 18,134 sq ft renovation area (Alternate scope area included). The scope includes all demolition through a fully complete, operable, and functioning scope ready for the owner's staff mobilization. Multiple essential agencies operate in the building and require proactive coordination to prevent communications and other service interruptions at any time. There is a mandatory site visit, and only two dates are available. The Contractor shall also support the City of Bellevue's LEED-equivalent sustainability goals, recognizing that formal LEED certification is not being pursued. Collaboration and coordination with furniture and signage owners' vendors are mandatory. All material, labor, equipment, taxes, permits, testing, inspections, fees, and anything else required to deliver a fully complete scope of work shall be included in the total cost. The owner will provide and will pay for the master permit only.
The consultant's estimate, including all taxes, all fees, and the 15% apprenticeship requirement, is in the range of $3,200.000.00 to $3,400.00.00. This estimate includes the deductive ALT-1 (Underfloor Mechanical at Permit Tech Desk).
Mandatory Site Visit and Form (00 40 00): There are two dates to choose from:
- Friday, January 16th
- Friday, January 30th
Bidders must arrive at the Bellevue City Hall front desk by 9:45 AM with a valid ID to register as a visitor and obtain a badge for access to the building (450 110th Avenue NE, Bellevue, WA 98004). The City representative will be there to walk the bidders to the 1st floor suite, and the space will be available for a walk from 10 AM through 1 PM to physically inspect the project site to gain a better understanding of the existing conditions, scope of work, and potential challenges, ensuring all bidders have an opportunity to know the site before preparing their bids. The City Hall is located next to a light rail and transit station. There are visitor parking spaces available on-site on a first-come, first-served basis; however, parking is not guaranteed.
The mandatory Site Visit Form (00 40 00) shall be completed and signed by the bidders and the City of Bellevue field representative on the date and time of the site visit, and must be submitted with the bid since this is a prerequisite for bid submission.
BID BOND REQUIRED: Each bid shall be accompanied by a bid bond in the form of certified check, cashier's check, or surety bond in an amount equal to at least 5-percent (5%) of the amount of such bid proposal. Checks shall be made payable to the City Treasurer. Should the successful bidder fail to enter a contract and furnish a satisfactory payment and performance bonds within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Bellevue.

SUPPLEMENTAL RESPONSIBLE BIDDER CRITERIA: Supplemental Bidder Responsibility Criteria will apply to this project, and are included in Volume 1, Section 00 15 30 and Volume 1, Section 1-02 of the Standard Specifications and General Conditions. In a timely manner, Bidders may request, in writing, that the City modify the supplemental criteria. The City reserves the right to modify or not modify the supplemental criteria in its discretion. The City shall issue an Addendum, prior to the Bid Due Date, should it modify the supplemental criteria. The City shall not modify the supplemental criteria after the Bid Due Date, therefore, Bidders are encouraged to discuss with the City immediately and before the Bid Due Date the relevancy of the supplemental bidder criteria.
Any Bidder determined to be not responsible based on these supplemental bidder criteria may appeal the City's determination by providing additional information to the City within two (2) business days following receipt of the City's written determination that the bidder was determined to be not responsible.
The City of Bellevue reserves the right to reject any and all bids and to waive irregularities and informalities in the bidding process. No bidder may withdraw their bid for a period of (90) days after the date and time set for the opening thereof.
The successful bidder must comply with the City equal opportunity requirements.
