SEPA DETERMINATION OF NON-SIGNIFICANCE (DNS), and NOTICE OF PUBLIC HEARING (NOH) Citywide Design Standards Update and Text Amendment. The City of Auburn is issuing a Determination of Non-Significance (DNS) and Notice of Public Hearing (NOH) for the following described project. The project application and listed studies may be reviewed by contacting the Department of Community Development at planning@ auburnwa.gov or by visiting www.auburnwa.gov/landuse. Proposal: This proposal is a nonproject action to update the City of Auburn's Citywide Design Standards with amendments to Sections ACC 18.31.200 Architectural and site design review standards and regulations, ACC 18.07.030 Development standards (Residential Zones), and ACC 18.23.040 Development standards (Commercial & Industrial Zones). House Bill (HB) 1293, an Act relating to streamlining development regulations for design review, was passed by the Legislature in the 2023 Regular Session. HB 1293 requires counties and cities planning under RCW 36.70A.040 to have clear and objective development regulations governing the exterior design of new development. The updated Citywide Design Standards provide clear objectives for the planning and design of development projects. The standards will preserve and protect the public health, safety, and welfare of the citizens of Auburn. They will ensure that new multifamily, mixed-use, and commercial development enhances the public's experience of Auburn and promote increased walkability, bicycling, and transit use in Auburn's Growth Centers. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. This DNS is issued under WAC 197-11-355; the lead agency will not act on this proposal for 15 days from the date issued below. Comments must be in writing and submitted by 5:00 p.m. on March 20, 2026 to the mailing address of 25 W Main St., Auburn, WA, 98001 or to the email address below. The City of Auburn has reviewed the proposed nonproject for probable adverse environmental impacts and expects to issue a determination of nonsignificance (DNS) for this nonproject. The responsible official will reconsider the DNS based on timely comments and may retain, modify, or, if significant adverse impacts are likely, withdraw the DNS. If the DNS is retained, it will be final after the expiration of the comment deadline. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made.
