CONSULTANTS FOR
ADAPTIVE SIGNAL CONTROL
TECHNOLOGY FEASIBILITY STUDY
The City of Issaquah solicits interest from consulting firms with expertise in Traffic Engineering, Transportation Planning, and Adaptive Signal Control Technologies. This agreement will be for the planning phase of the project, with the option for the City of Issaquah to extend it for additional time and funding as needed. Consultants will be considered for the following project.
The City of Issaquah will not pay for costs incurred by an applicant resulting from their preparation or submittal of a proposal in response to this RFQ. The City reserves the right to amend the terms of this Request for Qualifications (RFQ), or withdraw the RFQ at any time, regardless of the time and effort consultants have spent preparing their responses.
Project Description
The selected consultant will conduct a feasibility study to evaluate the potential implementation of Adaptive Signal Control Technologies (ASCT) to improve congestion management across seven key signalized corridors in Issaquah. The study will compare ASCT to traditional signal timing improvements based on various performance measures, including reductions in travel time, stops, fuel consumption, greenhouse gas emissions, and overall system efficiency.
Major Project Tasks Include:
- Project Management and coordination with City staff.
- Existing Conditions Analysis, including traffic data review, signal hardware inventory, and crash data analysis.
- Comparison of Signal Coordination Alternatives, including traditional optimized coordination and ASCT-based approaches.
- Cost-Benefit Analysis of ASCT versus traditional coordination methods.
- Evaluation of Implementation Feasibility, including infrastructure needs, maintenance considerations, and funding opportunities.
- Preparation of Technical Memoranda and presentation of findings to the City's Transportation Advisory Board and City Council and Community.
Evaluation Criteria
Submittals will be evaluated based on the following criteria:
1. Qualifications and Experience of the Firm
2. Qualifications and Expertise of the Proposed Project Manager
3. Availability and Capability of Key Personnel
4. Understanding of the Project
5. Ability to present findings to Community, Boards, and Council
Submittal Information
Proposals must be submitted in PDF format through the Public Purchase portal by 3 PM on April 3, 2025. Late submittals will not be accepted.
Submittal Requirements:
- Proposals must be no more than 15 pages.
- An introductory letter (1-page limit) should be included.
- A project schedule (on an 11" x 17" sheet) should be provided.
- Cover pages are discouraged and will count toward the total page limit if included.
Any questions regarding this project should be submitted through Public Purchase by March 27, 2025, at 3 PM. Answers will be provided in writing and posted on the Public Purchase website.
Selection Process
A team of City staff will review proposals. Based on evaluations, up to three firms will be invited for interviews between April 15-18, 2025. Interviews may or may not be utilized in the selection process at the City's discretion.
