Description of Proposal: Development of 19.17 acres of Central Business District zoned land in five-phases containing up to:
- 1,300 residential dwelling units composed of a mix of multifamily units, townhouses and assisted living units;
- 200-room hotel;
- 36,500 square feet of retail space;
- 52,500 square feet of restaurant and tasting room space;
- 1,758 off-street parking spaces.
The housing includes market-rate and income-restricted units. The project also includes road improvements comprised of constructing 138th Avenue NE between NE 171st Street and NE 175th Street, constructing new interior roads of NE 174th Street, 139th Avenue NE, and 137th Avenue NE, and constructing frontage improvements along NE 175th Street and NE 173rd Street. An estimated total of 65,000 cubic yards of earth will be moved on the site. Woodin Creek, a Type F Stream, and two Category III wetlands are also on the site. A previously approved urban stream designation is being modified to adjust the stream buffers. The site is currently mostly vacant with a warehouse building and parking facilities remaining from prior development.

LEAD AGENCY: The City of Woodinville Responsible Official has determined that this proposal will not have a probable significant adverse impact on the environment. Pursuant to WAC 197-11-350(3), the proposal has been clarified, changed, and conditioned to include necessary mitigation measures to avoid, minimize or compensate for probable significant impacts. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). The necessary mitigation measures are listed below, the Environmental Checklist and supporting information is available to the public upon request at the address below.
This MDNS is issued under WAC 197-11-340(2) and WAC 197-11-350, and the comment period will end 5:00 pm, Wednesday, July 23, 2025.
Comments must be submitted by the above deadline at the address below. The responsible official will reconsider the MDNS based on timely comments and may retain, modify, or, if significant adverse impacts are likely, withdraw the MDNS. If the MDNS is retained, it will be final after the expiration of the comment deadline.
