2017 STORMWATER RATE UPDATE


Description of proposal:
The City is proposing to revise the Surface Water Utilitys policies, rate adjustments, and appeals based on the approved 2017 Stormwater Utility Rate Study. The study evaluated the Citys current fiscal policies, rate structure, Capital Facilities Charges, revenue requirement forecast, and rate structure. Recommendations were made to change the following:
Fiscal policies regarding the operating and capital fund balances, debt reserve and system reinvestments.
Surface water rate structure
Surface water funding of stormwater-related components of transportation capital projects
Surface water rate credits and adjustments
The City Council will hold a public hearing regarding the Stormwater Rate Update on September 19, 2017. There will be a second reading of the proposed ordinance on October 17, 2017.

Lead agency: City of Sammamish, Department of Community Development
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted in writing and received by the deadline described below. Pursuant to SMC 20.15.130 there is no administrative appeal process for this action.
