Public notice is hereby given that on Wednesday, November 29, 2017 at 10:00 a.m., the Washington Economic Development Finance Authority of the State of Washington (the Authority) will hold a public hearing at its offices located at 1000 Second Avenue, Suite 2700, Seattle, Washington 98104-1046 for the purpose of hearing public comment on the proposed issuance of one or more series of its Revenue Notes, Series 2017 (Basin Disposal, Inc.) (the Notes) in an aggregate principal amount not to exceed $12,500,000. The proceeds of the Notes would be loaned to Basin Disposal, Inc., a Washington corporation (the Borrower), for the purpose of financing all or a portion of the costs of the acquisition, repair and replacement of collection vehicles, carts, containers, bins and drop-off boxes and the acquisition and the improvement of real and personal property and related facilities and equipment related to the Borrowers solid waste and curbside recycling collection, processing and transfer business to be located on the north side of North Commercial Avenue, bounded on the west by the property known as 2021 North Commercial in Pasco, Washington (the Project). The vehicles and containers currently serve the Borrowers customers throughout the Borrowers service territories in Yakima, Benton, Franklin, Columbia and Walla Walla Counties, and the containers have been and will continue to be located at the addresses of the Companys customers. The Borrower will be the owner and operator of the Project.
The principal of and interest on the Notes will not constitute obligations of the State of Washington or any political subdivision thereof, but shall be special obligations of the Authority payable solely from the revenues provided for in the proposed resolution. The public hearing will be conducted in a manner that provides reasonable opportunity for persons with differing views on both the issuance of the Notes and the financing of the Project to be heard and to present their oral and written comments. Written comments should be delivered at the public hearing or mailed to the Authority at the address listed below for receipt not later than the date and time of the hearing. Anyone requiring an accommodation consistent with the Americans with Disabilities Act should contact the Authority at the telephone number provided below at least two (2) business days in advance of the hearing. The public hearing location is wheelchair-accessible.
