DETERMINATION OF NONSIGNIFICANCE


Description of proposal:
The proposed project consists of Drywall Recycling Services, Inc. Seattle establishing a material recovery facility within the City of Seattle to accept only construction and demolition (CD) materials for processing and sorting for further recycling and sale, thereby helping to reduce and prevent the unlawful landfill disposal of certain categories of recyclable materials.
The proposed facility site is located at 7201 East Marginal Way South within the City of Seattle in King County, Washington on a 2.5-acre parcel of property 300 feet south of the intersection of East Marginal Way South and 8th Avenue South. This facility will be used primarily for the extraction of recyclable commodities such as cardboard, wood, metal, drywall, concrete, and plastic. Once processed and segregated into separate bunkers at the site, the materials will be transported to permitted recyclers or buyers depending on the commodity type. The remaining material on the sort line will be considered residuals and be transported to a municipal solid waste landfill. Materials will be delivered by approximately 70 trucks daily entering and exiting off of 8th Avenue South. The facility is designed for a maximum daily throughput of 700 tons with a monthly capacity to process 18,000 tons of CD recyclables.
This solid waste handling activity will be regulated under a material recovery facility permit issued by Seattle King County Department of Public Health. This permit allows processing of mixed construction and demolition materials to be sorted and transported for further recycling by permitted facilities in accordance with applicable requirements of King County Board of Health Code Title 10 (Solid Waste) and Chapter 173-350 WAC, including WAC 173-350-310 (Intermediate solid waste handling facilities).

The lead agency for this proposal has determined that the proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
There is no comment period for this DNS.
This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.
