Northway Construction, located at 1433 Valentine Avenue S.E., Suite 102, Pacific, WA 98047 is seeking coverage under the Washington State Department of Ecologys Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed Provident Electric Development is located at 31114 Railroad Avenue in Black Diamond, King County, Washington. The project will involve 4.3-acres of soil disturbance on the 9.4-acre site for construction of a three building commercial development totaling approximately 23,850 square feet with the associated grading, asphalt parking, landscaping, water and sanitary sewer extensions, stormwater facilities, roadway improvements and franchise utility extensions. Stormwater will be collected via storm pipe and catch basins into on-site detention ponds and routed through a modular wetland to provide water quality prior to discharging to the adjacent stream. The site is located in the Covington Creek Basin. Any person desiring to present their views to the department of Ecology regarding this application may do so in writing within thirty days of the last date of publication of this notice. Comments shall be submitted to the department of Ecology. Any person interested in the departments action on this application may notify the department of their interest within thirty days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A-320.
