Sealed Proposals will be received via mail only, by the undersigned at the City of Snoqualmie City Hall, 38624 SE River Street, Snoqualmie, Washington 98065, by the last USPS, FedEx or UPS delivery time on Tuesday, April 21, 2020, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the Railroad Place, Newton and Delta Street Utility Improvements. Physical drop off of bids, in person, is not allowed.

The Railroad Place, Newton and Delta Street Utility Improvements Project consists of three schedules of work. The first Schedule A: Water and Sanitary Sewer Improvements provides for the installation of approximately 2,100 LF of 8-inch DI water main, 830 LF of 8 inch PVC sanitary sewer main, repair of existing sanitary sewer pipe, five manholes, 25 water services and associated surface restoration. In addition, the schedule includes the installation of 470 LF of 10 inch HDPE water main installed by direction drilling. Schedule B: Street Improvements provides for street widening, storm drainage and cement concrete curb/gutter improvements on SE Newton Street between Olmsted Place SE and Railroad Place SE, road reconstruction on Railroad Place south of SE Delta Street road reconstruction on Reinig Place SE and Maple Avenue SE cul-de-sacs, south of SE Newton Street. Schedule C: Sidewalk Improvements provides for cement concrete sidewalk improvements on SE Newton Street between Olmstead Place SE and Railroad Place SE. Schedule D: SE Newton Street Water and Road Improvements (Railroad Avenue to Park Avenue SE) includes approximately 370 LF of 12-inch DI water main on SE Newton Street between Falls Avenue SE and Park Avenue SE. It includes a grind and overlay of SE Newton Street between Railroad Avenue to Park Avenue SE, as well as curb and gutter, sidewalk, curb ramp retrofits and minor storm improvements. Additive Schedule D may or may not be awarded.

The Work shall be physically complete within 100 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Snoqualmie, Washington.

Bidders will be notified of the outcome of the bid opening, but the Proposals will not be publicly opened. Proposals are to be submitted only on the form provided with the Contract Provisions. All Proposals must be accompanied by a certified check, cashiers check, money order, or bid bond payable to the City of Snoqualmie and in an amount of not less than five percent (5%) of the total amount bid.

Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on Posted Projects, Public Works, and City of Snoqualmie. This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders Register in order to receive automatic e-mail notification of future addenda and to place themselves on the Self-Registered Bidders List. Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. Financing of the Project has been provided by the City of Snoqualmie, Washington. The City of Snoqualmie expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the City.
