NOTICE TO CONTRACTORS


Notice is hereby given that the City of SeaTac will receive sealed bids in the office of the City Clerk, City Hall, 4800 South 188th Street, SeaTac, Washington, 98188 until 10:00 a.m. local time on February 1, 2018. The bids received will be publicly opened and read after 10:15 a.m. local time in the Riverton Conference Room 128 at City Hall, for construction of the project hereinafter referred to as:


VALLEY RIDGE SPORTS FIELDS
IMPROVEMENTS


Each bid shall be accompanied by a bid deposit as described below. No bid will be considered unless accompanied by such bid deposit. All proposals must be made upon the regular forms provided in the Proposal Section of the contract documents. Incomplete proposals and proposals received after the time stated above will not be considered. Faxed or emailed proposals will not be considered.
The work to be performed under these specifications consists of furnishing all labor, tools, materials, and equipment necessary for construction of the Valley Ridge Sports Fields Improvements. Specific work includes, but is not limited to, earthwork, field subdrainage, synthetic turf surfacing, chainlink fencing, field floodlighting, restroom, storage building, concrete and masonry construction, irrigation and planting, and other work described in construction documents.
The City will not sell bid packages. Bid Documents are made available as follows: Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on Posted Projects, Public Works, and City of SeaTac. This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders Register in order to receive automatic e-mail notification of future addenda and to place themselves on the Self-Registered Bidders List. Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. An optional Pre-Bid Conference will be held at the project site at 4644 S 188th St, SeaTac, WA 98188 at 11:00 a.m. on January 22, 2018.
Questions regarding this project shall be submitted in writing to Lawrence Ellis via email at lellis@ci.seatac.wa.us no later than 5:00 PM on January 29, 2018. Questions via phone will not be accepted.
All bid proposals shall be accompanied by a bid deposit in cash, certified check, cashiers check, or surety bond in an amount equal to five percent (5%) of the amount of the bid proposal. Bidder must use the bond form included in the contract provisions. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within ten (10) calendar days of notification of intent to award contract, the bid proposal deposit shall be forfeited to the City of SeaTac.
The City reserves the right to reject any and all bids and to determine minor irregularities or informalities, and to waive any minor irregularities or informalities. No bidder may withdraw their bid for a period of forty-five (45) days after the date and time set for the opening thereof. Bid securities of the three lowest bidders may be held by the City until official award of the contract.
The successful bidder will be required to comply with all local, State, and Federal laws and regulations pertaining to equal employment opportunities.
