The City of Redmond Public Works Department, located at 15670 NE 85th St., Redmond, WA 98073, is seeking coverage under the Washington State Department of Ecologys Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, Downtown Park Project, is located at 16101 Redmond Way in Redmond, in King County.
This project involves the redevelopment of 2.2 acres of City of Redmond property for the construction of the Downtown Park. Improvements include a raised lawn ringed with IPE wood decking, a single story with basement support building for restrooms and maintenance, a splash pad, cement concrete pavement and sidewalk, site lighting, landscape plantings and berms, cement concrete benches, utility infrastructure and a pavilion over a raised platform.
Approximately 70% of stormwater runoff within the site will be infiltrated through an on-site infiltration system. The remaining site runoff will discharge directly to the City of Redmonds storm sewer system that conveys to a regional water quality facility and ultimately outfalls to the Sammamish River.
Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecologys action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A-320.
