FILE: SEPA17-0061 Land Use Streamlining Project (Zoning Code)
Description: The Land Use Streamlining Project amends land use definitions used throughout the Zoning Code to make them consistent with the streamlined list of land uses adopted by the City Council in 2014. The goal of the project is to translate old land uses into the new uses. The project does not change the intent of the affected chapters of the Zoning Code, instead it provides consistency between all zones. A supplemental Policy Summary has been prepared to describe potential policy questions as they may arise. The policy summary and code revisions are attached to the SEPA checklist as Attachment 1 2.
The City of Kenmore, as lead SEPA agency, has determined that the above-referenced proposal does not have a probable significant adverse impact on the environment. The lead agency has determined that the requirements for environmental analysis, protection, and mitigation measures have been adequately addressed in the development regulations and comprehensive plan adopted under chapter 36.70A RCW, provided by RCW 43.21C.240 and WAC 197-11-158. An environmental impact statement (EIS) will not be required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public upon request.
This DNS is issued under WAC 197-11-340. The lead agency will not act on this proposal for 14 days from the issuance date. Comments must be submitted no later than May 5, 2017 per WAC 197-11-340(2)(a) and KMC 19.35.100. Comments should be filed at Kenmore City Hall; 18120 68th Ave NE; PO Box 82607; Kenmore, WA 98028. A non-project DNS is not subject to administrative appeal per Section 19.35.160 of the Citys adopted Environmental Procedures.
