NOTICE TO CONSULTANTS FOR
1ST AVENUE S PHASE 3 (S/SW 140TH STREET TO S/SW 128TH STREET)


The CITY OF BURIEN solicits interest from consulting firms with expertise in Civil and Structural Engineering Design. This agreement for design and right of way phases will be in effect for approximately March 2018 through June 2020 with the option for the CITY OF BURIEN to extend it for additional time and money if necessary. Consultants will be considered for the following project.
The CITY OF BURIEN reserves the right to amend terms of this Request for Qualifications (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
Project Description
This project will reconstruct to principle arterial standards 1st Avenue S from S/SW 140th Street to and including the S/SW 128th Street intersection (approximately 3,900 LF). The improvements also include completion of an at-grade pedestrian crossing at S/SW 132nd Street and a bicycle/pedestrian trail on the S/SW 132nd St right of way between 1st Ave SW and 1st Ave S. The major features of the project are as follows:
Undergrounding of aerial utilities
New traffic signal at S/SW 128th Street
New traffic signal at S/SW 136th Street with new protected left turn phasing
Pedestrian actuated beacon at S/SW 132nd Street
Extend fiber optic traffic signal interconnect from S/SW 140th Street to S/SW 128th Street
LID storm water facilities
New storm sewer
Stormwater retention and water quality treatment
Center median and left turn lane improvements
Driveway consolidation where feasible
Curb, gutter and sidewalk
Transit improvements
Street lighting
Right of way acquisition as needed for intersections improvements and off-site utility vaults
Pavement reconstruction and/or overlay
Channelization and signing
Landscaping and irrigation
The CITY OF BURIEN reserves the right to retain the services of the successful firm(s) for construction phase services associated with this project.
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
1) Qualification of Proposed Project Manager
2) Qualifications/Expertise of Firm
3) Ability to meet schedule
4) Approach to the project
5) Familiarity with WSDOT/FHWA standards
6) Past Performance/References
7) Approach to meet the DBE goal (DBE Participation Plan)
Submittal
Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project.

Submittals must be received no later than 5:00 p.m. on Tuesday, January 30, 2018. Submittals will not be accepted after that time and date.
