Notice is hereby given that submittals will be received by the City of Bellevue, Washington, for:

Transportation General
Engineering On-Call
RFQ # 18072

by filing with the Service First Desk / 1st Floor, 450 110th Avenue NE, by the 6th day of June 2018 at 2:00 PM, at which time such submittals will be received and evaluated for submission to the City Council at a future Council meeting.

Submittals received later than 2:00 PM, June 6, 2018, may not be considered.

The City of Bellevue (City) is seeking consultant(s) to provide general engineering professional services for Capital Investment Plan (CIP) projects. The selected firm(s) shall provide its services as requested by the City on a task order basis throughout the duration of the Contract. Projects assigned through this on-call will be funded solely with City of Bellevue capital funds.

The consultant(s) is expected to provide a full range of general civil and traffic engineering services. See Attachment A for a more detailed description of the desired scope of services. The type of work may include, but is not limited to:

Corridor and intersection operational analysis using tools such as Synchro, Vissim and Sidra.
Roundabout evaluation and design
Traffic signal design
Illumination analysis and design
Roadway design for intersection improvements, new sidewalk or walkways, median islands, crosswalks, pavement repair and off-street paths.
Bicycle facility planning and design
Environmental engineering and permit support related to roadway design
Storm water management and design
Urban design, landscaping, and irrigation design
CAD drafting and design visualizations
Signage and channelization design
Traffic control plans, including ability to have plans stamped by a licensed traffic control supervisor
Complete street corridor analysis including development of traffic calming concepts and design
Safe routes to school concept development and design
Public outreach
Structural design for elements such as pole foundations and retaining walls
Geotechnical engineering to support storm water, pavement and structural design

The City may award more than one on-call contract from this RFQ. Each awarded contract is expected to provide the entire scope of services outlined in this RFQ. Work on on-call contracts will be on an as-needed basis, and the City does not guarantee any minimum amount of work.

The initial term of the on-call contract(s) resulting from this RFQ will be approximately three (3) years. Each contract will have an anticipated not to exceed value of $750,000, unless terminated earlier in accordance with the Citys contractual policies. The City may, in its sole discretion, extend the Contract(s) for additional time and money, prior to the expiration of the term of the Contract.

The Consultant(s) will be authorized to perform Work under an Agreement by issuance of a written Task Order executed by the City and Consultant. Each Task Order will identify the Scope of Work to be performed, the period of performance, and the not-to exceed amount(s). Consultant will not be entitled to any reimbursement for its time or costs associated with the development and negotiation for each Task Order.
