Notice is hereby given that proposals will be received by the City of Bellevue, Washington, for:

Relocation Advisory Assistance
Services for the City of Bellevue Spring
Boulevard Zone 4 Project
RFP # 18088

by filing with the Service First Desk / 1st Floor, 450 110th Avenue NE, before the 5th day of August 2018 at 2:00 PM, at which time such proposals will be received and evaluated.

Proposals received later than 2:00 PM, August 5, 2018, may not be considered.

The City of Bellevue (City) is seeking a consultant to provide professional relocation services. These services are anticipated to be used in the right-of-way acquisition phase of the Citys Spring Boulevard Zone 4 project. This project may be funded wholly or in part by the Federal Highway Administration (FHWA) and/or by a Transportation Infrastructure Finance and Innovation Act (TIFIA) loan. All consultant costs must comply with the contract cost principles and procedures found in the Federal Acquisition Regulation (FAR) at 48 C.F.R. Part 31. The successful consultants are required to be approved by WSDOT prior to contract execution.

The anticipated scope of relocation services includes, but is not limited to:

Relocation Assistance Advisory Services:

Work with the City to determine eligibility and statutory options for relocation and develop a relocation plan; amend the relocation plan as necessary based on further field investigation
Provide relocation advisory and assistance services including all notices, replacement site searches, inspections, coordination of move planners, etc.
Tracking and status reporting
Maintenance of all necessary and required files, diaries, move cost estimates, claim forms, etc.
Prepare and update relocation schedule
Perform all services according to WSDOT guidelines, CFR Title 49 part 24, and WAC 468-100-205.

The City intends to issue one contract for these relocation services. The contract will be awarded to the highest-ranked firm. Two parcels are currently identified for this contract; thereafter, work may be ordered on an as-needed basis, but the City does not guarantee any minimum amount of work.

The term of the Contracts resulting from this RFP will be approximately two years with an anticipated not-to-exceed value of $45,000, unless terminated earlier in accordance with the Citys contractual policies.

All professional services contracted through this RFP will be in accordance with the WSDOT Local Agency Guidelines (LAG) Manual and with pertaining FHWA regulations and requirements. The Professional Services Agreement with the successful consultant firm will conform to all requirements outlined in the WSDOT Local Agency Guideline (LAG) manual, Using Consultants chapter.

This agreement may be subject to an Underutilized Disadvantaged Business Enterprise (UDBE) goal. The selected Consultant must have the ability to meet the UDBE goal, if applicable. The Consultant will be required to submit a UDBE Participation Plan for approval prior to commencement of work.

The City of Bellevue encourages disadvantaged, small, minority, veteran and women-owned consultant firms to respond to this RFP.

This RFP is made available through the Citys online vendor roster system Public Purchase, and all proposers are required to apply on this roster system.
