Notice is hereby given that submittals will be received by the City of Bellevue, Washington, for:

IDIQ Construction Management Services
RFQ # 18026

by filing with the Service First Desk / 1st Floor, 450 110th Avenue NE, the 5th day of April 2018 at 2:00 PM at which time such submittals will be received and evaluated for submission to the City Council at a future Council meeting.
Submittals received later than 2:00 PM, April 5, 2018, may not be considered.
The City of Bellevue (City) is seeking submittals to provide professional services in the following general engineering disciplines with a focus on Resident Engineers and Construction Inspectors: construction management (CM), construction inspection, quality assurance, record-keeping to federally funded standards and general construction administrative oversight services.The selected firm(s) shall provide its services as requested by the City on an Indefinite Delivery/Indefinite Quantity (IDIQ) task order basis throughout the duration of the Contract. The below listed projects may be funded wholly or in part by the Federal Highway Administration (FHWA) and/or by a Transportation Infrastructure Finance and Innovation Act (TIFIA) loan. As stated in the WSDOT Local Agency Guidelines (LAG) Manual, all consultant costs must comply with the contract cost principles and procedures found in the Federal Acquisition Regulation (FAR) at 48 C.F.R. Part 31. WSDOTs Consultant Services Office (CSO) must approve the Consultants indirect cost rate computations prior to contract execution.
The City is scheduled to award construction contracts for multiple high profile and time sensitive construction projects over the next 3 to 4 years that are federally funded. It is the Citys intent to issue two separate consultant contracts with two separate firms from the submitted proposals to assist the city with construction management of these projects as needed.
The following is a list of the proposed federally funded projects that will require CM assistance during this timeframe;

Mountains to Sound Greenway Trail
124th Ave NE: NE 8th St. to NE 12th St.
124th Ave NE: NE 12th St. to NE Spring Blvd.
124th Ave NE: Ichigo Way to Northup Way
NE Spring Blvd: Zone 4 and 130th Ave NE to 132nd Ave NE
130th Ave NE: Bel-Red Rd. to NE 20th St.
Richards Rd. Lk Hills Connector Resurfacing ADA Improvements
Bel-Red Road Resurfacing and ADA Improvements
King Countywide Non-Motorized Program
Sherwood Elementary and Interlake High School Non-Motorized Safety Improvements
Depending on the scope of each individual project, the type of work to be performed on these projects may consist of traffic control, roadway excavation and embankment, precast concrete girder bridges, storm systems, water systems, sewer systems, soldier pile retaining walls, gravity block retaining walls, cast-in-place concrete retaining walls, structural earth retaining walls, joint utility trench installation by others, sidewalks, planter strips and landscaping, irrigation, cement concrete pavement, new HMA, street lighting, traffic signals, safety railings, and urban design features.
Work contemplated to be performed under this contract is as follows:
Overall professional construction management services focusing on Resident Engineers and Construction Inspectors, supplementing City forces as needed, including but not limited to:
General construction coordination with contractor, city staff, designers, appropriate agencies, property owners, general public and various utilities.
Monthly progress reports preparation
Processing of monthly contractor payments
Payment documentation
Contract administration
Inspection quality assurance
Inspection documentation
Review and analysis of contractors schedules
Evaluation of change order entitlement
Change order identification (change order/issue log with cost projections), documentation, independent cost estimating, and negotiation support
Claim evaluation and/or preparation, including impact analysis and negotiation support
Construction contract compliance for Federal projects
Construction close-out activities
Evaluation of project documentation for auditing purposes
The City may award multiple IDIQ contracts from this RFQ. Each awarded contract is expected to provide the entire scope of services outlined in this RFQ. Work on IDIQ contracts will be on an as-needed basis, and the City does not guarantee any minimum work.
The term of the IDIQ Contract(s) resulting from this RFQ will be approximately four years with an anticipated not to exceed total value of $7,500,000, unless terminated earlier in accordance with the Citys contractual policies. The City may, in its sole discretion, extend the Contract(s) for additional time and money, prior to the expiration of the term of the Contract.
The IDIQ Consultant will be authorized to perform Work under an Agreement by issuance of a written Task Order executed by the City and Consultant. Each Task Order will identify the Scope of Work to be performed, the period of performance, and the not-to exceed amount(s). Consultant will not be entitled to any reimbursement for its time or costs associated with the development and negotiation for each Task Order.
All services that are contracted through this RFQ will be in accordance with the WSDOT Local Agency Guidelines (LAG) Manual and with pertaining FHWA regulations and requirements. The Professional Services Agreement with the successful consultant firms will conform to all requirements outlined in the WSDOT Local Agency Guideline (LAG) manual, Using Consultants chapter.
UDBE Participation
Each task order may be subjected to Underutilized Disadvantaged Business Enterprise (UDBE) goal. Consultants must have the ability to meet the UDBE goal. If applicable, the selected consultant will be required to submit a UDBE Participation Plan for approval.
The City of Bellevue encourages disadvantaged, small, minority, veteran and women-owned consultant firms to respond to this RFQ.
All information and documents pertinent to this project are available on the Shared Procurement Portal Partner cooperative which uses a shared website (www.sharedprocurementportal.com ) to advertise solicitations. This RFQ is made available through the Citys online vendor roster system Public Purchase and all Proposers are required to apply on this roster system. Any Proposer not approved on the roster before the proposal due date may, at the Citys discretion, be considered non-responsive. The City of Bellevue reserves the right to reject any and all submittals and to waive irregularities and informalities in the RFQ process. No consultant may withdraw their submittal for a period of sixty (60) days after the date and time set for the opening thereof.
